House Bill 2219 would instruct the Kansas Department of Health and Environment to conduct an analysis of state costs from diabetes, identify best practices to prevent and control the condition, and develop a budget to implement those practices. Another fatal accident was reported on I-635 at 10:15 p.m. Friday, July 3, according to a Kansas Highway Patrol trooper’s report. According to the trooper’s report, a Chevy Cobalt was northbound on I-635 in the middle lane, between the I-70 and State Avenue exits, when it struck and killed a pedestrian who was running across the roadway. The pedestrian, Frank E. Clark III, 49, of Kansas City, Kansas, suffered a fatal injury, according to the trooper’s report.
